Is it legal to run the stock "99" 15" wheels? If they are what are the Pro's and Con's as using them as "Rain Wheels"? Thanks!

I can't answer a simple yes or no since I am unfamiliar with factory wheel specs. But if they meet the rules, 15x7 and no less than 13.0 lbs, sure can.

Disadvantages would most likely be a heavier than minimum allowed if the stock wheels can be run ( I am just guessing they would be heavier ). Having more un-unsprung weight is not desirable, but probably not too big a deal in rain conditions, assuming they don't weigh a ton.

If I searched correctly, the factory Mazda 15" wheels are 6 inches wide, meaning technically not legal.

George, 15 inch diameter maximum, 7 inch rim width maximum, 13 pounds minimum & your good to go. Per SCCA rules. For rain, weight issues would not be an issue to me.

The original Mazda wheels are actually sought after and somewhat spendy. Sell the OEM set and you're most of the way to a new set of race wheels or roughly even on a set of used wheels.

Yes the 15" stockers are legal so long as they make weight. I think there is a version that does not make weight.
