99 with a P0421 code

I picked up a 99 to fix a few things on and have a spare run around car.

I got some issues sorted with it, and started driving it around,
Then had a p-1135and a pending code for no signal on the lower sensor.
This is when I figured out somehow I ended up with a California emissions car in GA, who knows.

Anyway, picked up two new sensors off rockauto, and rest the computer.
I was on the way to get it tested today, and it kicked the light on again

I looked a bit and this sounds painful. This code on a 99 is code for your expensive precat is screwed.
Oh joy. Car has 139,000 miles.

Is there any reason to think I could find some other issue? Or dice I just put new sensors in it's the cat.
It does seem to have a little bit of roughness sitting at idle, but maybe I'm just picky. My90 is smooth as glass.
I have heard about newer header swaps, but I am looking for something simple, and cheap, just to get it through emissions. I am already late registering it since it won't pass.

Anyone happen to have a good working precat collecting dust?
