Is it the corner worker closest to an incident who calls a red? Can they be over ridden?

 

For whatever reason I think Michael eluded to a mistake on NASA's part that was recognized...all you can do after the fact. 

 

I've seen some very emphatic yellow flag waiving when a corner worker is doing there best to get all to slow down in a bad situation...many times both corner workers(one with a flag)hanging out the stand bowing to Ala with both arms! Usually this is very effective!

Having done some flagging in a previous life, there are 3 versions of a yellow flag. Stationary, something ahead is not right, waving, something a head is really wrong with possible track blockage. OH $h^T waving big time, something ahead is really F-ed up. Good corner workers know the difference and when to exagerate the flag.

 

Red flags are ONLY displayed at the request of the Stewards in the tower. Corners can not self display a red or black flag.

 

I have heard that they only had one flagger per station. That flaggers primary responsibility is to wave the flag. Secondary to communicate with the tower. And 3rd to assist the driver. But with only a single flagger, he is required to remain at the corner station and wave the flag (his primary responsibility).

 

Think about how often us drivers miss a flag. And it is displayed at the same place every lap. We know (or should know) where to look. What are the chances that you would come into that corner station, not displaying a yellow and assumed "all is clear, go balls to the walls". Only to find the flagger in an unexpected location waving a flag. Receipe for disaster.

 

If the report I heard of minimal corner staff is true, NASA may want to impose new rules about minimum staff.

There was some weird communication issues where the race director didn't have constant communication with flaggers. Messages were having to be relayed and it appears the clear message that the track was blocked was not heard by the right people.
