Trans Tunnel Notch Panel Question

I recently received the trans tunnel notch panel from ESR to help with the fitment of my new sparco halo seat. I have a 1.6 and want to retain the factory seat belt mounting point. When I mocked up the panel to check the fit, it covers the seat belt mount.

Do I cut out the factory mount and reweld it to the new panel, or trim the panel around the mount and weld it in place?

Any advice is appreciated. TIA

Last na that I installed a esr notch panel in I left the factory belt mount attached to the chassis then mock fit the notch panel. After fitting I stuck a felt pen thru the factory hole from under side to mark centerline. Used a 1-1/2 hole saw to open up around factory hole location on panel. Then welded around it

I just weld a nut to a backer plate and weld it to the back side of the tunnel notch. 7/16-20 thread.
