Troubleshooting lack of timing signal in a 1999

I'm hoping someone out there could give me some advice..

 

I have an MSD timing pro light that won't pick up the signal on any of the ignition cables on my 1999. It's a new build and this is the first time I have tried. I have a 1990 and the light works fine on it so I have ruled out the light as the issue. Basically when I hook it up to the 1999 I get no flashing or an occasional flash. The car runs and drives so the issue has not affected drivability on the road. The CEL light is on (I assumed due to o2 sensor being unplugged but will likely take it somewhere to get scanned to see the codes). The question I have is could this be caused by a bad coil pack? Can a failing coil pack still allow the car to run but affect the quality of the signal from the ignition cable? Or is there something technical/obvious to others that I'm missing. The ignition wires are MSD and are new....and I have checked that they are pressed in! With it being a new build I have replaced almost everything that can be replaced...except the coil pack. 

 

As an aside: The GND/Ten on a 1999 is a real PIA to get the paper clip to stick compared to my 1990. Does anyone else find the same?

 

If anyone has the answer/advise on this I would really appreciate it. Thanks
