I got this back today from the membership team at SCCA.

 

Currently we are shipping these in bulk to the Regions so they will be available at your next event.  You might contact your Region.  Also, by the end of next week you will be able to order them via the SCCA online store found here which will require a credit card to pay a $2.95 shipping fee when you place your order.
