Bypassing the exhaust gas recirculation pipe--legal?

The metal EGR pipe that runs horizontally along the back of the engine recirculates hot, unburned gasses back into the intake manifold.

Since we want to keep the air that is in the intake manifold as cool as possible, you can remove this pipe and plug or plate off the incoming and outgoing openings. Might not help much, but why not?  Is this legal?

Jim, the EGR valve only opens under certain conditions, like partial throttle cruising at highway speeds and maybe at idle. So, on the racetrack it's not going to come into play anyway.
