It is my opinion that sticker Hoosiers are faster than scuffs for the opening laps. I have used both in qualifying. Stickers feel amazing, then they go off. Maybe if you backed in down, or sat in the pits for a few minutes they would come back but I don't think that initial lap magic will be repeated. Get your lap early.
For me, I heat up stickers more than scuffs, so I start them 1-2 lbs lower. To me final target pressure is driver preference. Some target 38ish, other drivers lower. I would say a scuff Hoosier increases in air pressure pretty close to a Toyo when really worked hard. I did find that it took adjusting for me to really "use" them.
