I know Isellmiataparts.com usually has the kits in stock for pretty cheap. Or you can buy new from Mazdaspeed.
99+ have a problem with the batterys slidding around. I have solved multiple issues due to battery terminal touching the hold down bracket. I have designed a cheap little weld on bracket for that cures the problem. I was planning on welding them to factory brackets but found to much variation in the factory brackets. Imagine a capital 'I" shape, but some of them are italiced, some straight, some italiced backwards!!! Really great quality control at Mazda. So, I will be adding these brackets to my website this week as a weld it yourself piece.

For 90-97 cars the oem tie down works great. It has 5 parts: Plastic tray, "L" shaped bracket that locates the tray, cross bar, verticle bolt/hook, bracket that the bolt/hook connects to. Plus some nuts and bolts.
