Are you sharing a car in a different run group?

No, one of us runs Saturday, one of us runs Sunday - both in SM. Some regions want to charge 2, one-day fees, which many times is twice as much as the both days-one driver fee.

Not buying the insurance argument because some regions don't penalize for sharing and NASA lets us enter as a team with no difference in fees.

I know this issue doesn't effect many people so it's not a high priority - but it should be on the SCCA's radar if they want to increase entries.

The insurance argument is not valid if you are running on different days. I don’t know what insurance NASA has or if it even covers the competitor like SCCA dose. Other than that the fees are set by the region. As it is a club I would suggest that you go to your local board meetings, get involved in planning events, and ask the questions to make your region better.

Not my local region but rather regions that I would visit if not for the penalty. Believe me, I have lobbied REs, some successfully, others will not budge. (See Mr. Collin's 'two problems with SCCA' on other thread)

If it is not your region and they won’t budge than voting with your pocket book dose sound like your best bet. Unfortunately those that won’t budge probably don’t get it anyway.
