Sonic cleaner works well
You can use your toothbrush for whatever you want but that's just nasty.

Now for a serious answer - I got some mag wheel cleaner at the auto parts store, forget what brand, but it was the kind for bare aluminum (Non clear-coat). Worked great.

I dip it in an acid bath over night. Works great.
