Just my opinion and I've used both. If like a tighter turning radius use the de-powered rack. You have really fast hands and want to slow down your input use a factory manual rack. Just my experience.

I used to run a factory manual rack and always felt like I had to give the car too much wheel to turn. Now running a de-powered rack, couldnt be happier

Used both, prefer the manual, which also happens to be lighter.
