Internal Fuse Engine 15 Amp blowing.

I am new to this forum but I have learned much in my short time just browsing on through.
My baby is a 2001 with over 178k thus far. I cant afford to take the car to anyone and I know no one that can assist me with questions that I have when I run into issue's. Normally I just do this the best I can on my own.

My primary issue at this time is I have a short somewhere under my dash. I have been tracing this one wire (black with a white stripe) which starts from the inner fuse box at 'Engine 15 amp' but then continues on through out the dash, I have found thus far that the wire is melted and I will have to replace it. But as far as I have gone I have yet to find out to where it goes. I am about to pull the dash out and then I shall keep cutting away at the factory electrical tape to attempt to find this wire's direction. If I had more of an idea where it went it would keep me from having to replace the whole line, which is what I'm pre-paring to do.

I do have mechanical skills I would say I am much more than novice's at this point in my life and for electrical I can build my own boards if I have too.

Simply put I'm just trying to figure out what this line either goes to or controls and if there is something I am missing.

Engine Control System page Z-18

It shows a B/W (black with white) wire connecting from the 15 amp engine fuse to the main relay, both ignition coils and both oxygen sensors. The other side of the 15 amp fuse has a R/B (red/black) wire connecting to the ignition switch.
