Cleaning up a 1991. Can I remove the dash cluster and replace with aftermarket guages? Or does the computer need the cluster plugged in?

On a related note, does the black plastic shroud that covers the instrument panel have to be in place?
I believe the answer is no, but you will decide you want one anyway. Without it, there are lots of exposed wires, the rough edge of the foam hole in the dash, etc. Looks like hell and will give you lots of reasons to think, "That just aint right"

Read the rule book. Gauges can be removed replaced added or relocated. Not a direct quote.
Is the black plastic shroud a gauge? or gauge related part? In my book, no. Therefore it, by rule, must be there. In function, it does very little except make the dash look nice.
Read the rule book and most questions will be answered.

Also when the rule may not seem straight forward, read what the MazdaSpeed part number is called. In this case the big black thing (dash) is called a Panel, Instrument and the little black thing (black plastic shroud) is called a Hood, Intsrument.

So by your standards:
Since Gauges = Instruments, I can remove the entire panel, instrument.

Ah, didn't say that Dave. The two names would be a panel for the instruments/gauges and a hood for the insturments/gauges. I'd go by the first word of the name, panel and hood for a leave em where they are.
Speaking of standards, by my standards the 1.6 got lost in the process on the low end torque. You know this to be fact just like the others (SMAC/CRB) so why not do something about closing the torque gap below 5,500 rpm? Hey, the 1.6 doesn't need to be jacked up to the 99 torque. The 99+ torque could be lowered to close the gap.
