Without posting a photo Dave, I think I understand what you recommend but want to clarify.  In the trunk there are 2 small metal lines coming out of the filler neck that are connected by parallel rubber hoses to 2 metal lines coming from the tank area (but actually go to the evaporator system).  Are you suggesting to basically disconnect the corresponding metal lines from each other by routing a rubber hose from one metal line on the filler neck back to the other metal line on the filler neck?  And then do the same on the 2 coming from the tank area?  

 

The idea of this would be to prevent fuel from sloshing down into this system and damaging the charcoal evaporator, right?  Seems like a good idea.

 

I think the other possibility is that the evaporator could be malfunctioning due to corrosion caused from moisture.  Likewise, a blockage or malfunction in any part of that system could prevent the fumes from being released.

 

I will dig deeper today, but I don't think it was so bad to back fuel up into the front catch can.  It was empty.

I think he means to get longer rubber hoses so you can loop the hose in the same config.

The canister is 100% plastic except for a very large spring, no valves are in the canister. Nothing to corode or rust. If it rattles when you shake it you need to replace it.
