Quick Release Steering Wheels Legal?

I live in Texas and was wanting to put a quick release steering wheel in my 1992 Mazda Miata to make it easier to get in and out of. Is this street legal? Would I get pulled over and get a ticket for this? Will this pass inspection?

Most places I've checked are ok as long as the horn is functional, but I don't know about TX specifically.

QR steering is Ok in Texas. Must have horn. I've gotten a safety inspection in Collin County several times.
