HLA tight in bore

I am building a new 1.6 and when I put the HLA's back in the head there are 2 that were difficult to get in.  I thought at first they would be better once they were against the valves but they are not freely spinning as the others and it took vice grips and considerable effort to remove them again.  They came out easily during tear down not sure what happened.  Bores do not look damaged by machine shop. I tried other HLA's from other bores they do not fit either.  Anyone have an idea or has anyone else experienced this issue?
