Tellingly, they're not specifying "use this tool" or anything else but merely clarifying where said plunge-cut is to be made.
Essentially, no fudging of the centerline of your machining to touch further/beyond the SRT than what said diameters of the cut should be.
Again, a lack of details on the "why" leaves everyone to speculate on what exactly was being done on the non-compliant heads...
