I removed the timing wheel on my 99 today with the intention of slotting it. When I looked at it, the little "teeth" on the edge look like they have rubbed on something at one time or another and are a little jagged at the ends. I am thinking it should be replaced.

Looking on Mazda website it looks like the part number is BP4W-11-408 for a whopping $7.13. Is that correct? The drawing does not look exactly like my part.

That is the correct part. If you feel lazy you can even buy one that is already slotted for $30 that will give you 5deg of advance.
