1999 Fuel Pressure Issue

Most people have said the fuel pressure should be set around 52psi, I have to set mine much higher (around 64psi) at idle but as soon as we start to make a dyno pull it drops to around 52. Also after we shut the car off it doesn’t hold pressure and is always hard to start. Any thoughts? Thanks
