You can click on someone's name to view their profile. Just below their picture will be a list of options; one will be "send me a message". But, their seems to be something wrong with your account. It tells me you cannot send personal messages.
You will need an administrator to fix that.

It may be disabled in your preferences. Go to "Your control panel> Settings > Notification Options" and see if the personal message feature is disabled.
