Does anyone make a cool shirt cooler mount that bolts to the passenger side seat mounting locations?

I use a bit of angle iron and a ratchet strap

Drill 9/16 holes through the Coolsuit mount frame thing in the same hole pattern as the East Street Ballast system which uses the factory seat holes.

No Laughing - I bolted the fore and aft seat rails in place, then using the same bolts, put two chain links on each of the four corners. I put a pad on the floor, lower the cooler in place, and loop a tie down strap in an X-pattern through the four free links. Voila, it's tied down. Lateral movement is inhibited by the frame rails, and fore and aft is inhibited by the pan geometry. Chain links, seat rails, and a good quality tie down strap are pretty inexpensive. I fill it before doing any scales or alignment work, as the weight is not insignificant.

I bet you could stack all your ballast there and adjust cross weight by moving the slider forward and back

Drago's ballast kit might give you options.

 

I use it as a base for installing a passenger seat and belts for instructor use.

Sure it's an additional 15+ pounds but it's easy peasy to swap in when the wife wants to drive the Miata with an instructor.
