While you are there, make sure the plastic flapper at nthe bottom of the filler neck is moving freely, they have a tendancy to stick.
Clean well before reinstalling

For the next guy: used a 1 1/2 hole saw. Saw fits nice enough that I didn't even need a vice to hold the pipe. Then used a screw driver and pliers to pull the little flap out. Dremmel to smooth out the edges. Washed it out good with water, including the vent tubes.

Remove the fuel filler neck from the car first. We use a holesaw to remove the restrictor, then clean it up with a die grinder.

+1. Opening up a fuel filler neck is really a bit hard on any cars. I read about a simple mod to 'open' up the fuel filler neck to allow the use of the big rig hi flow nozzles. My 2000 has a reduced inner hole with a spring loaded trap door. This piece is made of some sort of nylon and is pressed inside the fill neck. To keep plastic shards from falling in the gas tank, I removed the fill neck from the tank. It took a little work after loosening two hose clamps from the fill hose and vent hose. Once the clamps were loose, I had to twist the filler tube about 180 degrees counter clockwise to get enough room to get it from under the fender.

As a side benefit, removing the neck from the car prior to cutting prevents rapid combustion.
