IF you want to change the SEDiv SM rules to allow a transition period so guys can burn up their Toyos before switching to the Hoosier you will need to propose such a change to the SEDiv Planning Committee. Jim Creighton has never been on that committee and as of January 2011 I am no longer involved in the process. The person to contact is the new Chairman (and Florida Region RE), John Zuccarelli. He would then take it to the rest of the Planning Committee and, if warranted, submit it to the SEDiv REs for their vote.
I have no stake in the game, but I'd recommend you consider changing the rules to allow all three tires from the beginning of the 2012 SARRC season (Oct 10, 2011) thru a specified End Date, then revert back to ONLY the National tire (currently the SM-6). One recommendation for the End Date would be May 31, 2012. That would allow plenty of time for folks from both ends of the division (even those that only race two weekends each year) to use up their Toyos yet still guarantee the championship will be won on one tire (the Hoosier).
Just putting this out there so someone can take the lead on making it happen...

Thanks Butch! As Brother Creighton mentioned in the "ARRC by GRM Planning" thread, we/you need to discuss the tire rules for the 2012 SARRC & ECR seasons. The current SARRC & ECR rules refer to the SEDiv SM rules, and those require that you follow the rules for National races. What that means (for those that haven't been paying attention) is the RA-1 & R-888 are the only tires allowed until 01-01-2012, then after that date the only tire allowed will be the SM-6. Note: This does NOT affect the Turkey Trot at Sebring since that is not a SARRC or ECR event (runs under CFR rules).

If you want to run any other tire, you must enter as a STL or if your car complies, in ITA or ITS.
The first SARRC race for the Hoosier will be at Homestead for the Double Rational January 13-15, 2012.

If you move it to the end of MAY that would great! that would allow MARRS Drivers to use TOYO at the SARRC/MARRS shootout. We grandfathered the Toyo until the end of June. Our season starts much later than yours. VIR Mothers Day is our second race.As Brother Creighton mentioned in the "ARRC by GRM Planning" thread, we/you need to discuss the tire rules for the 2012 SARRC & ECR seasons. That race is a dual series race and the cars are racing against their own series cars for points. Of course, everyone is on track at once.
This year, SEDiv started 99 SM cars at races that weekend, 50 at VIR and 49 at Daytona.

Mike, the MARRS drivers can use whatever tire the MARRS rules require. They are not bound by SEDiv rules for the MSM cars. Only the SARRC SM cars will be required to use the Hoosier.

Jim, while I respect and agree with your opinion the Stewards in the SEDiv do not agree with you or I. The GCR allows the "Regions" to spec the tire, not the series. We ran into this problem a couple of years ago with the switch to the R888. An overzealous Steward decided to write a CSA on all of the MARRS drivers on RA1's since SARRC had moved to the R888. It became quite the heated exchange until ultimately several regional executives weighed in to clear the air as to what everyone's intentions were.

Only other SARRC race requiring RA 1 is Florida Region race this weekend at PBIR.
The first SARRC races requiring the Hoosier will be January 13-15 Double Rational at Homestead. Drivers will be able to collect both SARRC & National points at that event.
Mike, I had no idea a Steward could not read the SARRC rules which are a part of the supps for each race. It specifically excludes the MARRS drivers from SARRC rules and supps trump GCR. I guess that Steward must have also been a driver.
