Let's see now, many of us mount the seat to the floor, much lower than OEM. Next many of us use a qucik disconnect between the steering shaft & the steering wheel which extends the steering wheel 3-4 inches at an angle upward. Now picture your grand mother driving down the street in her normal car & you'll get the picture. Granny sits low in the seat with her hands held high to hold the steering wheel while she looks through the steering wheel spokes.

More so, it's for driver comfort position to the pedals, steering wheel, shift lever while not having the steering wheel in one's eye line sight. If you were to sit in some peoples cars that are a different length than you, you should get the full idea.
