The fans do not turn on as the car comes up to temperature. Have pulled the relay behind the fuse box and that works fine. Pulled the water temperature sender which is located under the coil pack. The sensor should have a resistance between 2100 and 2300 ohms at room temp. Put the sensor in hot water and the sensor does drop resistance down into the 200-300 ohm resistance.

I can get the fans to turn on by turning the AC button on.

What else am I missing? Ideas please.

At least in the 1.6, the fans aren't controlled by the temp sender in the back. There's a temp switch at the front of the block that does it. Can't vouch for the 99, though.

It looks as if the fans' are supplied power through relays that are, in turn, controlled by the engine management CM. Check all fuses and check the relay sockets for power and ground... if the relays can be swapped for a known good one, start there.
