The clarification was originally to take effect mid season, but the CRB made it effective 1/1/2017.  This gives everyone time to asses their seat and to either buy a new seat or attach a brace to the back.  It is up to the individual to decide how to attach the seat brace.  My personal opinion is that there are ways to attach the back of the seat safely, without drilling holes in seats that do not have built in anchor points.

By the way, this is not a new rule.  The rule was written many years ago and it clearly stated that seat backs had to have back braces.  The FIA seats were exempt, since they were homologate without back braces.  Unfortunately, the homologation had an end date, at which point the seat was no longer certified by FIA.

And be sure to let your reps from MOMO, OMP, and the others know we want our 2017 seat choices to be properly provisioned for back braces.  I'm know the engineering->prototype->homologation->production->distribution process takes a long time so they need to be on it now....

Yes you're off the hook until Jan. 2017. You could also write a letter and tell the CRB how this new rule is complete bs.

I'm actually not a SCCA member, just going to a single event (a buying a weekend membership). That's also my excuse for being sort of out of the loop on the regs, I don't receive any of the communications a regular member would or regularly check the club web sites, etc.

Maybe write that letter during my two days of belonging? Just kidding....

Anyway, thanks so much to all that chimed in to clear up my confusion. Much appreciated.

So, on this topic, since NASA already requires this and my cars run both orgs, anyone have a link to a product that worked well for them? Is there something out there that doesn't require drilling?(crazy glue :) ) One of my cars has the seat right up against the harness bar(originally built for a short driver so the bar went straight across. Not sure how I'm going to do this?

NASA does not require the seat back to be firmly attached to the cage/and/or harness bar. Their ruling is to have a brace up against the seat back with sufficient load spreading area.

I'm really confused.  I just looked up the GCR rule and there's no longer a requirement for a seat back brace?  Heck even the old mentions of FIA specs are gone:

"The driver’s seat shall be a one-piece bucket-type seat and shall be securely mounted, so as to provide fore/aft and lateral support. Passenger seat back, if a folding seat, shall be securely bolted or strapped in place. Mounting structures for racing seats may attach to the floor, cage and or center tunnel. Seat mounting points forward of the main hoop, between the center line of the car and the driver’s side door bar and rearward of the front edge of the seat bottom are not considered cage attachment points in classes with limitations on the number of attachments."

This weekend, I'm hoping to run with NASA for the first time.  But I want a seat brace that will not offend either SCCA or NASA scrutineers.  I have "brand new" though expired FIA seat (was sitting on a dealer's floor) that I need to get ready for this weekend.

So, can I get just a seat back brace that doesn't bolt to the seat and be OK with both?

When at address, open download for install instructions. IMHJ, this would be a seat "securely mounted".
