I understand what you're saying but specifying a minimum is fine if it takes into account measurment tollerances. Somtimes the critical thing isn't being within .005 or whatever of the nominal dimension, it's not going too far in one direction. That's what a go/no-go gauge does. It doesn't care if you're inside the critical dimension, just if you go past it so you don't shoot for the bare minimum machining the part even if you can measure to .00001 in a lab when there might be .001 of variation measuring it when it counts.
