I just spoke at length with Rodney at Applachian tire... There are few changes in contingency.
First, all awarded tires MUST be claimed within 30 days.
Second and Very important.. Hoosier will ONLY award contingency tires in one class per weekend. So if you run Sm and say STL, even if you win all four races, you can only claim from one class, so pick your best results

PROGRAM GUIDELINES & AWARDS

SCCA CLUB RACING
Major or National Events
All Classes*(Except SM)
1st Place - 2 Tires
2nd Place - 1 Tire
*Note: There must be a minimum of three (3) cars that start the race in your class in order to claim a 1st place award and a minimum of five (5) cars that start the race in your class to claim a 2nd place award. Tires will be awarded for a maximum of one official points paying race per day, and a maximum of two official points paying races per race weekend event (except SM).
Spec Miata Payout Schedule
National Event - (1st) 2 free tires, (2nd) 1 free tire
Major Event – (1st) 4 free tires, (2nd) 2 free tires, (3rd -– 8th) 1 free tire
SCCA RUNOFFS
Product awards are presented to all eligible 1st place drivers at the 2012 SCCA Runoffs.
In addition to the four (4) tire Runoffs award, Hoosier Racing Tire will award all eligible 2012 National Champions with four (4) free tires for each 2013 Club Racing National event in which they compete.
There must be a minimum of three (3) cars that start the race in your class in order to claim a 1st place award.
All Contingency Awards must be claimed must be claimed no later than 30 days after the award was earned. Requests received after this date will be denied.
Spec Miata Runoffs Payout:
(1st)16 free tires, (2nd)8 free tires, (3rd)6 free tires, (4th)4 free tires, (5th)4 free tires, (6th – 10th)2 free tires

Dave my reading of that is that only SM in Major events gets tires to 8th place. But what do I know.
PS and the runoffs is different in SM than the other classes.

After reading this a couple times, the following is confusing:

At a minimum they should distinguish someone who runs the same car in two classes vs. someone who has two cars and two classes. I am not sure why but it seams really unfair if you outfit two cars and compete in two classes that you should take the short stick for that.Can someone confirm Hoosier will only pay one class per pay if we run SM and STL.

Seems that NASA an SCCA should create a basic spec ant then make everyone compete to win our business. The real spec should be $99 and then let capitalism and real competition produce the best tire for them and for us.
We are all worse off because of the collusion "on our behalf"

Here is what I see. I believe Saturday was Super Tour, both were majors. Here is what is on Hoosiers site updated 1/16/13

Tire was awarded according to the survey that will all filled out. MOST did not care about contingency and wanted a non shaved tire with trackside support. When people are not most people surveyed are not collecting contingency, they usually respond it is NOT important.

I started to ask how the payouts dropped during the course of the contract. I started to do the math on the different events last year, since Majors were no different than a double natioal there was no piper to pay. Now that Majors are nationwide the payouts had to come from somewhere so from what I can tell they (SCCA/Hoosier) reallocated a majority of the contingency money to the Majors.
The net effect in the SOW Div is we are allocated 28 less tires this year. Yippee for the Majors.
Maybe Hoosier just dropped its total allocation across the board. I couldn't calculate the total $ for SM because I have no idea how many total national races occurred last year.
