I know I had a head done in 2009 or 2010 and asked for a legal head. So what I'm getting from all of this is,if it was to the rules in 2009 or 2010 it's no good if the rules are changed. Is this correct ?

As it stands, that is the case. But plunge cuts were not uncommonly even before they were allowed by the rules, and I wouldn't be surprised that those would not meet even the current rules with close scrutiny. If you have a pro builder head from any year you may not be compliant. In fact some of the earlier ones have more than just a little STR work.
