As a Steward I don't want to make the tire call. No matter what I choose somebody will be unhappy and question my intelligence and parentage.

Making the call on tires is a part of racing just like deciding on alignment, tire pressure, ride height and all the rest. Ya'll are big boys and girls and quite capable of deciding for yourself what rubber to bolt on.

Formula 1. Spec Tires. No one tells them what to run or when to swith. Part of the strategy that I enjoy.
