Having to file papers just because a fender touched to me is a bullshit rule.
That's because you didn't read the NASA rules. With NASA metal on metal isn't "contact" unless someone gets knocked off line or their car takes enough cosmetic damage for NASA to choose to enforce the 50/50.
No paperwork needed unless someone got mugged.
