The Skippy fee is pretty silly.

Maybe call them and ask if they'd waive it? If you could get them do it for free, I would. Still do the SCCA event but it would take a little pressure off knowing it's not totally necessary. Did you get a certificate for completing the school? If so, that might be enough but am not certain. You could call the SCCA's national office. They do really try hard to be accomodating.
I'd also reach out to the chief instructor of the school, provide them your background including having completed the Skippy school. Even if it's just a single, it shouldn't be a big deal as SCCA instructors will sign people off on just one school if deemed appropriate even without the Skippy background. Also when you get to the SCCA school, talk to your instructor about your experience and desire to get signed off after this one school.
