You have a good point there. I think we should all have to document how much we spend on racing and then those who spend the most should get taxed extra and that goes into the club fund and gets distributed to those who can only afford to spend the least so that we're all on equal footing. After all some people are born with genetic shortcomings that don't allow them to earn as much as others. I.e., nice straw man argument.
And no Jim it isn't 190. At least not in the 1.6's I've seen, it is more in the 225-230 range.
P.S. You do have to pass two cognitive tests to get on track (once to get your license and every time you have to get your medical.) If you think the "IQ" bar on those tests is too low, please follow Jim's advice and write your letter.
