Yep, converting a 1.6 tub to 94-97 is currently de facto legal with the 2 matching vin rule.

Can you site what rule disallows a 99 motor in an na tub if two vins match?

All engines and internal components used in rebuilding or refurbishment
must have been offered for sale by Mazda in the US for the correct year

and VIN of car, except as otherwise provided for in these rules. This rule
prevents use of aftermarket parts or Mazda parts of incorrect specification
or application.

9.1.8.C. Purpose and Intent: The vehicle identification number (VIN) SHALL correspond with the model year automobile classified. VIN plates or stampings SHALL remain in place.
There must be a minimum of two (2) VIN plates or stampings that correspond with the model year automobile classified.

Let's see now, if soneone builds a FrankenStein 1.6 94/97 car the dash & door VIN would match, but the stamped VIN on the motor side of the firewall will be different. Do you think the manufacture intended the firewall VIN to be the base VIN.

If my motor, trans and dash vin match then I more than meet all those reqs. (3vins, not just 2). I don't see anything about the firewall vin plate as required.

It is not required, it can be cut out of the firewall, as any car that is a pre production race car would be. I used to own one of those babies!

seems to me everytime I have ever been the BMV the VIN they want to see is tha dash plate, I have never been asked to open the hood of a car to show them my VIN. So how would anyone other than the manufacturer know what the intent is, and most likely the person or person at the manufacturer that started the practice of stamping the engine fire wall probably isnt even employeed there anylonger if I was a betting man.

However it is not required to be in place for the car to be raced. No matter what the intent was either way.

But if you are going to classify your car as a 99, then every part/piece must be a 99. So by the time you change the body, suspension, brakes, electronics, etc, I think you would be financially better just to get a 99 donor.

However, it may be cost effective to classify your car as a 94 and save a bit of conversion to run a 1.8.

lol, Texas must pay a living wage to the DMV people. I've never had one get off their stool. And anyway, thats a non sequiter from my non sequiter.
